i think young Timothy was st Pauls succesful youth group
15 and how from infancy you have known the Holy Scriptures, which are able to make you wise for salvation through faith in Christ Jesus
I dont think the following was a very succesful youth group even though it was a much much large group..
2 Kings 2:23-25
Elisha Is Jeered
23 From there Elisha went up to Bethel. As he was walking along the road, some boys came out of the town and jeered at him. “Get out of here, baldy!” they said. “Get out of here, baldy!” 24 He turned around, looked at them and called down a curse on them in the name of the LORD. Then two bears came out of the woods and mauled forty-two of the boys. 25 And he went on to Mount Carmel and from there returned to Samaria

I am interested in the LCMS higher things group which aims to keep the youth liturgically focused. Is their a similar emphasis for the WELS youth?

Maybe there is a "success" scale beginning at zero with UNsuccessful. A congregation that has high school age youth but none attend youth functions is UNsuccessful.
Perhaps if two or more youths gather together occasionally in His name, then the program is successful.
Attributes of MORE successful might include:
-- Is self-sustaining, year after year.
-- Conducts self-initiated, self-governing (youth-directed), Christ-centered activities regularly.
-- Nurtures future church members & leaders.
-- Has inclusive membership (prep school, ALHS, & public school members)
